The VIIRS data is not a measure of the sky brightness. True, but upward radiance measurements have been used in the past as a proxy for "Light Pollution Maps." However, VIIRS data do appear to be able - to a now more limited degree with LEDs - to indicate changes that are occurring in illumination levels.
